IF all the login are quick then there is no communicaion issue between BO and LDAP, so the next thing which will important to check will be try diffrent Env tomcat and login in current Env CMC and go to uses and group section.
If different env tomcat is giving good repsonse then BOE needs to be re deploy in the affected Env.
