Dynamic recipients can not pull static data stored with the report. Dynamic recipient list will always be refreshed against the DB when the publication is executed. The only option to get the same list is to not update the DB with new records. I had the issue when dynamic recipients report was not getting refreshed when the publication was being run. By default it should have refreshed. So I had to check the option for "Refresh on Open" and it fixed the problem. The only way for you to get the static list is not to refresh the list in DB itself.
