Hi,

Output message trigers even if change is not print-relevant as you have setting of  Print Indicator Print Operation (1-New) and ( 2-Change ) for your PO output type(message type) in following path:

SPRO -> MM -> Purchasing -> Message -> Output control -> Message Types -> Define message type for Purchase Order -> Fine-Tuned Control: Purchase Order
