Since all the settings are correctly maintained, I think there could be following issues. Please check,
- Since you get 'No inspection plan could be found', did you try changing the Key date to current and Usage to 3?
- Anyway, task list assignment should happen automatically. For this, please check if the material is assigned to more than one inspection plan but with different usage.
- In the inspection plan, is there any Vendor code maintained for the material? If yes, same should be assigned to inspection lot also.
Please revert back after checking with the observations.
